        • Annie Wright reported down wires along Crestwood Boulevard.

        • John Davis asked about the former Hooters building on Crestwood Boulevard, which has become blighted.

          • Ms. Bailey noted that since it is privately owned there is not much the City can do at this time.

        • Discussed World Games debt and efforts to address it.

        • Next council meeting, the council is voting on new garbage cans to provide for Birmingham residents and reducing garbage pick up to one day a week instead of two.

          • City is expected to receive cans by October.

          • Amy Ware asked if recycling pick up would be increased if trash pick up is decreasing. Councilor Abbott noted that there is no planned increase in recycling pick up.

        • Noted new AirBnb ordinance in the works for the City.

          • Council is leaning towards enacting an ordinance that only allows AirBnb owners to rent homes that are their primary residences.

        • State Laws - Literacy and Numeracy Act

          • Addressing performance issues with reading in our state.

        • Partnership with United Way brought in college students to help City students with reading performance.

        • Annie Wright asked about encouraging parent engagement.

        • K-3 Literacy Town Hall Meeting taking place August 30, 2022 5:30 PM - 7:30 PM at Boutwell Auditorium.

      • National Night Out - 1st Tuesday in August or 1st Tuesday in October.

        • Neighbors discussed the possibility of hosting in October over August due to heat concerns.

        • Various possible locations were discussed for hosting the event including the Clairmont Walking Trail, Crestwood Park or Crestwood Tavern.

          • Annie Damsky, Director of Advancement for the Waldorf School, offered the school as a potential location for NNO pending approval from their board.

        • Neighborhood officers will provide more information as it becomes available.

      • Neighborhood Meeting Yard Signs

        • The neighborhood ordered new yard signs for neighbors to put out in yards the day of neighborhood meetings.

        • Neighbors who are interested in volunteering for yard signs can email CSNA officers at info@crestwoodsouth.com.

      • Avondale Park Ducks and Geese

        • Ducks and geese were moved from the park due to safety concerns during the World Games events but have now been returned.

      • Hunter Williams, Councilor, District 2 (Represented by India Bailey)

        • Ms. Bailey noted that the County is doing a flood survey regarding the wide-spread flooding happening around the City.

        • Doug Yarborough asked if the Council is considering any legal parameters for AirBnbs in the area.

          • Currently the only ordinance in place regarding AirBnbs is making sure the City is collecting revenue from property owners.

          • Vice President Murray noted that when this topic was previously discussed, feedback was being requested by Councilor Darrel O’Quinn’s office.

          • Neighbors discussed the pros and cons of an increase in AirBnbs in the neighborhood.

        • Kim Nyguen noted that Crestwood Park has become overgrown with weeds near the tennis and pickleball courts. She also asked about how the Park Board allocates their budget.

          • Ms. Bailey briefly explained how the Park Board allocates their funding independently of the Council. 

        • Luke Hanson noted a few issues at the 56th Street S / Crestwood Boulevard crosswalk.

          • Pedestrian traffic signs are not working properly.

          • A large tree on the corner blocks visibility of pedestrians for oncoming traffic.

          • A sinkhole has appeared in the walkway.

          • Mr. Hanson submitted these issues via the SeeClickFix app but they have not yet been resolved.

        • Birmingham City School’s recent graduating class of over 1000 students are attending many colleges throughout the country.

          • Many graduating students gained partial funding through the Birmingham Promise.

        • Reggie White of Booker T. Washington awarded Alabama Teacher of the Year.

        • School will start August 8th, 2022 and end June 9th, 2023.

        • Launching a virtual school for next school year for up to 250 students.

          • Renee Tucker asked what grades are included in the virtual school. Ms. Boehm thinks it is Middle and High School level grades.

        • 56% of 3rd graders are reading at or above their grade level, demonstrating positive results from funding. Other scoring areas need improvement.

      • Flooding issue on 12th Avenue South

        • Samantha Chodavarapu has had major flooding at her residence at 5701 12th Ave South. Issue has been reported to 311 and Birmingham Storm Water division but has not yet been resolved.

      • Stacy Gordon reported storm drains around the neighborhood with concrete covers in disrepair.

      • Expressed support for the National Night Out event and provided a reminder that the neighborhood should submit any project sheets as soon as possible if City funding is needed.

      • Crestwood Park - Tennis & Pickle Ball Courts

        • Amy Ware noted concerns about the approval of the Pickleball & Tennis court changes at Crestwood Park.

        • Ms. Williams advised that all feedback on this issue be directed to the Park Board. Their next meeting takes place July 6th at the Birmingham Botanical Gardens.

        • A petition is available for those in support of maintaining two tennis courts at Crestwood Park.

    • Clairmont Walking Trail Committee - Charles Worthington

      • The committe is planning an upcoming clean up day for the trail. An email will be sent out to committee members when this has been scheduled.

        • President Worthington asked for an update on World Game statues for the Clairmont Walking Trail.

          • Statues will be placed at downtown trails so Clairmont Walking Trail will not be receiving one.

      • Vice President Murray noted concerns about another dropped limb from a tree on Overwood Cir and Clairmont Ave. The fallen limb has bent part of the handrail along the Clairmont Walking Trail.

      • Jill Prestridge noted a home with a shed, camper and inoperable vehicles in the yard of a home near 10th Ter S.

      • Mayor Woodfin on Tuesday presented his 2023 fiscal year city budget proposal.

        • City Council will hold two public hearings on the budget: on June 6, at 5:30 p.m.; and June 16, at 5:30 p.m.

          • World Games representatives have offered to install one of three sculptures permanently to the Clairmont Walking Trail after the World Games takes place at no cost to the neighborhood.

          • CSNA officers will discuss with the Clairmont Walking Trail committee and either bring to a vote at the next scheduled meeting or conduct a special called meeting if the decision needs to be made prior to the next scheduled meeting.

        • Amy Ware noted concerns about the approval of the Pickleball & Tennis court changes at Crestwood Park.

          • CSNA officers have formed a sub-committee that will be working on ways to better promote our monthly meetings, but in the meantime the website (CrestwoodSouth.com) and the email list are the best ways to stay up to date about neighborhood news.

          • Representative Boehm noted that the Board has not yet addressed ramifications of these new laws.

    • Zoning Variance Request (ZBA2022-00011) - 5556 12th Ave S

      • Resident Jordan Middleton (represented by John Forney) has requested a variance for their property at 5556 12th Ave S.

        • If granted, the variance would allow the front yard of the property to be setback at 36.10 feet instead of the 30 foot required setback.

        • The property owners need the variance to build a front porch and close in the existing carport.

      • Motion to support variance zoning request ZBA2022-00011 was made by Elizabeth Murray and seconded by Vincent Solfronk.

  • Paul Rich - Crestwood Park Pickleball Courts

    • Previously presented Crestwood Pickleball Group’s proposal for renovating pickleball courts at Crestwood Park.

    • Determined that previously presented proposal brought up safety concerns for pickleball players.

      • Original proposal would replace four junior tennis courts with regulation sized pickleball courts and would keep the two adult tennis courts that now exist in Crestwood Park.

      • New proposal would remove one of the two adult tennis courts from Crestwood Park and replace it with two additional Pickleball courts in order to have adequate space for pickleball players.

        • Still raising money for the project, but plans to resurface the entire court and replace the nets in all the courts.

    • President Murray noted the backboard that the neighborhood purchased should be maintained in the tennis court area. 

    • Jill Prestridge asked about rules of joining the game or reserving courts.

      • Mr. Rich discussed how the pickleball league promoted tournaments and noted that anyone was welcome to play at any time.

    • Motion to approve expense of $400 for a table at the 36th Annual MLK Unity Breakfast was made by Vincent Solfronk and seconded by Betty Brown.

III. Presentations

  • DeAngel Enge - Purple Event Center

    • Ms. Enge is interested in opening an event venue for weddings, corporate gatherings and birthday parties in the Crestwood Festival Center. She is an event planner who wants to try opening her own business.

    • Hana Berres, Cresthill Road Resident

      • Ms. Berres noted her property abuts to the Crestwood Festival Center and expressed many objections to Ms. Enge’s proposed business. Ms. Berres was concerned about the possible noise problems since deliveries would be made to the back door, the noise of garbage trucks in the early hours of the morning, the risk of drunk driving due to them serving alcohol, and lighting which will adversely affect her backyard garden and wildlife.

        • Ms. Enge noted that her business would be occupying a space that had previously housed a different event center. She further explained that she is not requesting any variances and intends to do business within the guidelines of the City of Birmingham including closing by midnight on weekend nights.

    • Tracy Giliom, Crestwood South Resident

      • Ms. Giliom stated that she was originally concerned but after speaking with Birmingham City officials about the issue, she was no longer alarmed and expressed support of Ms. Enge’s request.

    • Counselor Abbott expressed her confusion as to what the neighborhood needed to vote on since no variances were being requested by Ms. Enge.

      • After a discussion on proper parliamentary procedure, a motion was made by Houston Brown to adjourn the meeting until October 26th to consider the issue of the Enge application. The motion was seconded by Tracy Giliom and it was passed unanimously. 

      • President Worthington assured that everyone would be given notice of the resumed meeting once she has gotten clarity as to what the neighborhood is being asked to approve.

    • A parcel of land next to The Arc of Central Alabama property behind 58th Street will be auctioned off in early November.

      • Property is zoned as R2 which only allows single family homes.

        • Any change in zoning would have to be voted on by the neighborhood.

      • Vice President Murray spoke of past proposed developments in the neighborhood and assured everyone that CSNA officers will keep an eye on the issue.

President Worthington thought this had already been inspected and the trees were deemed safe by the city.

I. Return from Recess

II. Read Meeting Minutes - October 25th, 2021

  • Previous meeting minutes relevant to the Purple Event Center request were read to attendees.

III. Clarification on Item to be Voted On

  • President Worthington clarified what the neighborhood needed to vote on regarding the proposed event center.

    • The City of Birmingham passed an ordinance in 2017 requiring special approval to allow any new event center to open and operate within the City.

    • Because Ms. Enge is a new owner who wants to open an event center after the 2017 ordinance passed, she requires this special approval.

      • This ordinance was put in place to ensure that the business owner is aware of restrictions on the hours of operation for an event center.

      • Additionally, the Zoning Board may require a traffic study to be conducted.

    • No variance request is required nor are any changes to the existing restrictions for the hours of operation being requested.

    • Ms. Berres noted her concerts regarding potential noise from vendors of the event center and garbage not being thrown in proper receptacles.

      • Vice President Murray asked if Councilor Williams knew the reason why the developer pulled the zoning request for the property located at 7040 Crestwood Boulevard but Councilor Williams was not sure.

        • Councilor Williams voiced his support for a more beneficial usage for that property, like a restaurant or specialized retail.

        • Councilor Williams recommended neighborhood leadership reach out to the property owner to discuss hopes for the property.

        • Councilor Williams said he would loop CSNA leadership in to zoning to discuss options of providing usage conditions.

Councilor Williams noted that the project is still underway, that its expansion to other neighborhoods is at the discretion of the Mayor’s office but that it doesn’t appear as though it will be expanded in the near future.

        • Nothing is being done on the property other than razing the buildings and rerouting some electrical, may be some additional fencing put up around the perimeter similar to what is already there.

          • No plans to build at this time, demolition is in response to vacant building issues

      • Potential Neighborhood Project - Lighting for Clairmont Walking Trail

        • The Clairmont Walking Trail Committee submitted a list of desired improvements to Councilor Hunter Williams, including improving the current lighting along the trail.

          • An engineering study was conducted on behalf of this request to determine how more lighting can be added to the trail.

          • Alabama Power provided an estimate of $120,000 for the project.

            • The proposal would require the neighborhood to provide $20,000 to move the project forward.

          • Style of lighting would be a continuation of what is already in place along the trail.

        • Counselor Williams presented an option to partially fund the project from CSNA funds and Crestwood South Inc. funds.

  • Downed tree on the Crestwood trail has been removed

  • Ann Wright asked about getting additional lighting at Crestwood Park

  • Elizabeth Murray asked about trash on the trail not being emptied

  • Councilor Williams will be giving $2500 of his discretionary budget to the Neighborhood Association

  • Answering questions about returning furloughed city employees to work, Councilor Williams noted that there are statutory limitation preventing the city from returning certain employees to work.

Terri Michal, School Board, District 2

  • The schools have continued to implement mixed in-person/remote learning

  • A segmented approach have been taken to mitigate potential spread by rotating students through the school on specific days in blocs

  • Michal is seeking funding for headsets for students learning remotely

  • One Little Free Library has been funded and Michal will be looking for additional funding to fund the other five proposed Little Free Libraries

    • Neighborhood members indicated interest in helping funding for Little Libraries

  • 20-day attendance count is down by approximately 1000 students, which could negatively affect state funding, but Board Member Boehm noted that the city may appeal to the state to hold the attendance numbers at last years levels due to the extenuating circumstances of the pandemic

Mary Boehm, School Board, District 3

  • Congratulated Board member Michal on her Little Free Library initiative

  • Woodlawn Darryl Brown was Alabama District 5 principal of the year
