      • Birmingham residents have the opportunity to comment on the draft Air Permit for a minor source to be operated by Black Warrior Transmission Corporation, located at 3234-2710 Betty Hill Road, Adger, AL 35006.

      • The public comment period for this area source facility will end on May 8, 2023. An electronic copy of the draft permit, engineering evaluation and the permit application is available from the Department’s website.

      • Renovations to the Council chambers has begun after being delayed by the COVID-19 pandemic.

      • Councilor Williams’ office has submitted a request for the Clairmont Walking Trail to be mowed.

  • February 2023 meeting minutes were read to meeting attendees.

New Business

    • Approve meeting minutes for February 2023.

      • Motion to approve minutes was made by Renee Tucker and seconded by Mike Adams.

        • Motion was approved by unanimous consent.

    • Avondale Elementary School Wish List

      • At the February CSNA monthly meeting, Birmingham City School Board Representative Mary Boehm presented the CSNA with a wishlist of programs for Avondale Elementary.

        • Ms. Boehm requested the neighborhood consider fully funding or partially funding one or more of these programs with neighborhood allocations.

          • Children’s Theater Drama $3,000/semester

          • Martial Arts/Karate Classes $3,000/year

      • Various neighbors expressed their support or opposition for utilizing neighborhood funds towards Avondale Elementary’s after-school programming.

        • Doug Yarbrough asked how much the neighborhood receives per year from the City.

          • CSNA currently receives $2,000 per year from the City’s budget and various amounts are granted by our City Councilor’s discretionary funds.

        • Jerry Tucker asked what recurring or expected expenses the neighborhood currently incurs.

          • CSNA does not have any current recurring expenses nor planned projects at this time.

        • Bill Meneese stated that the Forest Park/South Avondale Neighborhood Association should be responsible for funding after school programs because Avondale Elementary is located within the boundaries of their neighborhood. He also stated that he did not believe funding after school programs for Avondale Elementary provided a tangible benefit to the Crestwood South Neighborhood.

          • Elizabeth Murray countered that while Avondale Elementary is located in the geographical bounds of Forest Park/South Avondale, students who live within Crestwood South are zoned for Avondale Elementary and therefore supporting their students does benefit our neighborhood.

          • Doug Yarborough additionally countered that from his perspective as a realtor he finds that many families with children move out of the neighborhood when they reach the age to go to school and that showing support to Avondale Elementary would be important for retaining residents.

        • Luke Hanson asked what types of projects the neighborhood association can fund and what type of projects have been funded in the past.

          • Birmingham neighborhood associations can use their funds towards projects that benefit their community and are usually initiatives that are not covered by what is set in the City's budget, but there are some limitations.

          • In the past there have been projects that CSNA has partnered with the City to assist in funding - for example, the cost of purchasing and installing speed cushions on Cresthill road was split 50/50 with the City. Other projects have been fully funded through CSNA - like the Crestwood street sign toppers, the tennis backboard at Crestwood Park or dog waste stations and lighting along Clairmont Walking Trail.

          • The neighborhood can also use its funding for non-tangible initiatives like purchasing a table at the Martin Luther King Jr. breakfast or sending delegates to the NUSA conference.

          • The CSNA has also used their funds to support schools in the past including providing funding for STEM books for the Avondale Elementary library and funding for transportation to a field trip for Putnam students. 

      • Motion to allocate $1000.00 of CSNA funding for any after school programming at Avondale Elementary was made by Mike Adams and seconded by Bill Meneese.

      • Mr. Houston rode through the neighborhood and noted a few issues to report to the City, including the downed power lines along Crestwood Blvd.

      • Bill Meneese reported limbs along the Clairmont Walking Trail and that some neighbors are illegally dumping yard debris along the trail.

        • Mr. Houston noted neighbors can report issues by sending them directly to him, calling 311 or through the SeeClickFix app.

      • City Council President Wardine reported that the next round of new City garbage cans will be dispersed to citizens. 

        • India Bailey followed up that the cans are being dispersed according to trash routes. 

        • The Mayor’s office said that citizens can expect the last disbursement of cans to be completed by the end of the year.

        • Request for Garbage Set-Out Service Form

          • The City provides a special service for those who are handicapped or disabled and who do not have another resident who is capable of carrying out containers of household garbage to the usual pickup point for City workers.

      • 2024 Budget discussions have begun between the City Council and the Mayor’s office.

      • 98 neighborhood delegates are being sent to this year’s NUSA conference.

          • Birmingham City Council approved the city’s share of funding for a planned new $50 million, 9,000-seat amphitheater at the site of the demolished former Carraway hospital.

          • Anticipated finish date is Spring 2025.

        • Code enforcement issue in the 5800 block of Crestwood Boulevard.

          • Ms. Bailey reported the resident has been fined and sent a request to remove the offending code violation.

        • Cresthill Road speed bumps.

          • Ms. Bailey reported they have relayed complaints to the Department of Transportation and are still awaiting a response.

      • Alabama's nationally recognized Voluntary First Class Pre-K Program is preparing for another school year.

        • Doug Yarborough noted a potential code enforcement issue in the 5800 block of Crestwood Boulevard.

    • Thomas Yuill - Update on Southern Area Framework Plan

      • Framework Plans are future planning documents that provide a clear vision of the kind of place the community wants to be in the future.

      • Residents are encouraged to read the draft of the Southern Area Framework Plan and provide final comments before final presentation of the plan in January 2023.

      • November 28th Meeting - Holiday Potluck

        • The November CSNA meeting will be a holiday potluck at Crestwood Tavern.

        • More information will be shared via our email outreach and our website.

      • New City Garbage Cans

        • Delivery has begun on new City garbage cans.

          • Cans will be equally distributed amongst all four waste districts (North/South/East/West).

          • Distributing 25,000 trash carts at a time until the City gets more trucks in the fleet.

      • 56th Street South Traffic Calming Project

        • A traffic calming study was conducted at the request of a former Crestwood South resident.

          • Results of the study produced the following recommendations.

          • Implementation of these recommendations requires signatures from adjacent residents in Crestwood North and South and each neighborhood will have to vote to approve their respective costs of the project.

        • Speed Cushion

          • The total cost of speed cushions for Crestwood South is estimated to be between $2,000 and $3,000.

          • Birmingham’s Department of Transportation will split the cost 50/50 with the neighborhood if approved.

            • Birmingham Department of Transportation will provide a more accurate estimate prior to our next meeting.

          • Proposed speed cushion would be installed on 56th Street S between 11th Avenue S and 10th Avenue S.

        • Traffic Circle

          • A traffic circle has been incorporated into the design of the traffic calming efforts at the intersection of 56th Street S and 10th Avenue S.

          • The implementation of this traffic circle will incorporate paint and vertical delineators to move traffic and improve the overall safety of that large intersection.

        • CSNA will be voting on this project either at the November 2022 meeting or the January 2023 meeting.

    • CAB - Elizabeth Murrary

      • Stephanie Ward, UAB Health Educator, spoke to the CAB about a program called MENTOR.

        • This is an 8-week, virtual wellness program designed for people 18 years and older who have a mobility limitation. Participants will receive hands-on activities in mindfulness, exercise, and nutrition directed by trained instructors and health coaches.

      • No City Council members were present at the last CAB meeting.

      • A lengthy discussion took place on the updates to the Citizen’s Participation Plan.

        • Members had some questions about the proposed plan.

        • Eventually a resolution was passed to adopt the new version with clarifying language in a few sections.

        • Main takeaway is that there are grumblings at City Hall and the City Council about the dysfunction of the CPP. Members of the CAB expressed concern that there is a move to dismantle the program as they defund it. The new plan is meant to strengthen our (the people’s) input on City matters.

        • CAB members passed a resolution that the CPP should be TAUGHT during Neighborhood Officer training.

      • There were no City personnel available to give an update – they were working on the next day’s neighborhood elections.

        • End of year tests from last May indicate 2nd and 3rd grade students’ scores grew by 8-9%.

        • The Birmingham Board of Education approved their $500 million budget.

          • Budget includes increasing the minimum wage to $15/hour.

        • The City is trying a new automatic, robotic grass-cutting system in Linn Park called “My Goat”.

        • Officers for the Code Enforcement department now fall under the purview of the Planning, Engineering and Permits department.

      • Grass and weed abatement efforts

        • The City recently approved seventeen independent contractors to help with weed abatement and grass cutting around the city.

      • Railroad crossings and traffic jams

        • Councilor O’Quinn has applied for a grant for a proposed project to solve the problem of dangerous railroad crossings and traffic jams due to trains.

          • The plan is to replace them with either over or underpasses on the Eastern side of town.

          • Focus is on the Eastern side due to there being an extreme case of a community with a public housing complex which is, at times, completely cut-off by idle trains and people cannot enter or exit even in an emergency.

        • Maureen Pezzementi (via email) noted how Veo electric scooters and bikes are being discarded around town.

          • Councilor Williams noted users who do not park their vehicles in an appropriate location get ticketed by the system and they have one week to pick up the scooter or bike and return it to a proper parking location or it will be impounded.

            • If parked outside of a service area, the offending user may be charged a retrieval fee that can range from $15 to $120, depending on the distance.

          • To report a Veo scooter or bike parked in an area it should not be, contact Veo Support at 855-836-2256 or hello@veoride.com to report the vehicle’s address and the vehicle number located in between the handlebars.

        • Betty Brown (via email) requested a stop sign be installed at Clairmont Ave and Lincrest Dr for East/West traffic.

          • Councilor Williams noted he would relay her concerns to the traffic department.

        • Hana Berres (via email) requested an update on the traffic calming efforts for Cresthill Rd.

          • India Bailey said parts have still been on back order since the last update provided. They hope to have them installed by the end of the year.

        • Doug Yarbrough asked what entity is responsible for maintaining the fairway for Crestwood Blvd, the City or ALDOT.

          • Councilor Williams noted it is technically under the jurisdiction of ALDOT but the City has been maintaining it recently.

        • Doug Yarbrough noted a house on the 4800 Block of Clairmont Ave. with large amounts of refuse and garbage in the driveway that is spilling into the front yard and street.

          • Councilor Williams noted he would report to Code Enforcement.

        • Councilor Williams gave a brief description of how Code Enforcement works within the City of Birmingham.

          • He noted that cases typically allow up to 90 days to address the issue that has been cited by the City and so this can often lead to issues not being resolved quickly.

        • Bri Wright asked for an update on the safety concerns regarding the intersection of 56th Street S and Crestwood Boulevard.

          • Hunter Williams reported that the City has requested ALDOT conduct a safety study but they have not yet agreed to conduct the study.

        • Bri Wright asked for an update on the tennis court/pickleball updates to Crestwood Park.

          • Councilor Williams reported that the Parks & Recreation board decided to not reverse their original decision to approve the update to convert one of the tennis courts at Crestwood Park to additional pickleball courts.

          • Vice President Murray noted that when this topic was previously discussed, feedback was being requested by Councilor Darrel O’Quinn’s office.

          • Neighbors discussed the pros and cons of an increase in AirBnbs in the neighborhood.

        • Kim Nyguen noted that Crestwood Park has become overgrown with weeds near the tennis and pickleball courts. She also asked about how the Park Board allocates their budget.

          • Ms. Bailey briefly explained how the Park Board allocates their funding independently of the Council. 

        • Luke Hanson noted a few issues at the 56th Street S / Crestwood Boulevard crosswalk.

          • Pedestrian traffic signs are not working properly.

          • A large tree on the corner blocks visibility of pedestrians for oncoming traffic.

          • A sinkhole has appeared in the walkway.

        • World Games Sculptures

          • World Games representatives have offered to install one of three sculptures permanently to the Clairmont Walking Trail after the World Games takes place at no cost to the neighborhood.

          • CSNA officers will discuss with the Clairmont Walking Trail committee and either bring to a vote at the next scheduled meeting or conduct a special called meeting if the decision needs to be made prior to the next scheduled meeting.

        • Amy Ware noted concerns about the approval of the Pickleball & Tennis court changes at Crestwood Park.

          • CSNA officers have formed a sub-committee that will be working on ways to better promote our monthly meetings, but in the meantime the website (CrestwoodSouth.com) and the email list are the best ways to stay up to date about neighborhood news.
