    • Approve April 2026 Agenda

      • Motion to approve the agenda for the April 27, 2026 neighborhood association meeting was made by Mike Scott and seconded by Phillip Richardson.

    • Approve meeting minutes for March 2026

      • Motion to approve the meeting minutes for the March 23, 2026 neighborhood association meeting was made by Therese Bynum  and seconded by Renee Tucker.

  • Presentations

    • Pickle & Pour

      • Liquor license approved during April special meeting

      • Pickleball facility with a bar and restaurant, opening at the Festival Center in the next 6 months. Private room for events. Membership and one time visit available. 8am-11pm seven days a week.

    • Oxmoor USA, Inc. will present on proposed development at the site across Crestwood Boulevard from Aldi (it was formerly a Hooters - 7040 Crestwood Boulevard)

      • Logan Gandy civil engineer working with developers. Owners rep and GC present. 

      • Convenience store/gas station type building. Three pumps with six fueling stations.

      • Cannot build within rightofway or underneath the powerlines. Determining Alabama Power easement location. 

      • Drive-thru for the restaurant. Southern style food – dine-in and carryout. 

      • Neighborhood will be able to give feedback if they ask for a variance

      • Beer and wine will be sold – so they will have to get approval for the liquor license.

      • Former Mayor Bell is part of the project. They wanted to make the neighborhood aware of the project ahead of time and get input from the community. He believes it will add a new dimension to the neighborhood. They will provide the address for existing locations so residents can see examples of how they run.

  • Reports

    • Police: Sergeant Emerson Oldham with the East Precinct

      • They are looking into the previously reported house on Clairmont. They have been towing abandoned cars from Clairmont. 

      • Sergeant Oldman will review the issue of the abandoned house on the end of 13th Ave with broken down cars in front.

    • CRR: Andre Watson: Not present. Currently recovering from surgery. Four neighborhood association meetings on the same night, so he will be attending on a rotation.

    • CAB: Elizabeth Murray:

      • Citizen’s Participation Plan intended to ensure every person in the city has a say in how their neighborhoods are being developed. The Citizen’s Advisory Board is elected representatives 23 communities comprised from the 99 neighborhoods.

      • Visitor Experience Manager presented an opportunity to volunteer at the Civil Rights Institute. 

      • Dr. Megan Venbell Thomas – Director of Community Development gave a presentation on improving housing in Birmingham utilizing funding from HUD. 67%  of housing in Birmingham is renters, compared to 30% for the Greater Birmingham Metro Area. 19% vacancy city-wide, down by 12%. 52% of citizens are cost-burdened, spending over 30% of their budget on housing.

  • City Representatives

    • India Bailey for Hunter Williams, Councilor, District 2: 

      • Updated again on the previously reported nuisance house on Clairmont Ave.

      • Working with JeffCo Greenway to maintain trails over the summer and identify dead trees that need to be removed.

      • Resident voices concerned about a knocked down power pole overhanging the sidewalk – on Montclair headed toward Publix past the Cresthill intersection.

      • Resident voices concern of retaining wall falling due to erosion on the 4900 block of Clairmont. 

      • Resident asks if considerations can be made to mow less frequently – they have, this is why they outsourced to Jeffco Greenways instead of Public Works. 

      • Resident asks about the regular concrete trucks dropping wet concrete recklessly around Crestwood South. India asked citizens to take the names of guilty companies, report to 311, and report to Hunter Williams. 

      • Resident asks about the online and in-person campaign about traffic calming devices; discussions are had about the inaccuracy of those statements. 

      • Resident asks about rezoning a property for low-density development – India will call that resident directly.

      • Birmingham Folk Festival on May 16 

      • Wildflower Alliances’ Buddy Big Top Carnival May 9 12-4; fully accessible to children with disabilities

  • Updates:

    • Plantings on the newly installed traffic circle.

    • Redeemer Church’s request for a zoning variance request at the Trinity Hospital site

      • Early in the process – they want to attend a meeting to discuss rezoning the property. 

      • Even with an incentive package from the city, developers claim they could not make a development that meets the previous promises made that would be “worth it”.
