      • We spoke about noise concerns from a neighbor’s email.

      • There’s an upcoming vote for a new city councilor president.

      • Lee Shook of createbirmingham.org is trying to build a network of houses that would be available for filming locations, even rundown properties. More information is also available at filmbirmingham.org.

      • Alice Williams spoke about a disaster preparedness event on November 8.

      • A BDoT traffic calming event is planned for November 17. They already have 800 people in the queue for traffic calming requests.

      • We spoke about the zoning changes to Crestwood South, which is mostly minimal within our neighborhood.

    • Police

      • New police chief Pickett has implemented more patrols. Crime in Crestwood South has gone down from last year to this year. Tim Hall asked about speeding on Crestwood Blvd. In some areas there are road barriers and speed bumps. Could place a police vehicle to deter speeding. Can take down license plate and call and police (B’ham non emergency number) can mail speeding tickets.

      • Offer was asked about best ways to deter break-ins: by locking doors, closing windows, lights, flood lights, ring cameras. Don’t leave keys in the car at the gas station or in your driveway if you are not in the car.

      • Liz Murray brought up many “near misses” at intersection of 56th and Crestwood Blvd especially when the lights are not working such as after a storm.

      • The number of officers are increasing in the city of Birmingham.

      • Birmingham Police have a “yes” policy and they will respond to a citizen request, but that doesn’t mean that they are able to immediately respond.

    • CAB - Elizabeth Murray

      • New nonprofit- Beanstalk- training for emergency and disasters. They are available to come to neighborhood meetings

      • Birmingham United Neighborhoods spoke: fighting against blight and urban decay

      • Sentinel program- awareness training. 8 week tues/thurs 6-8 and every other saturday $250. Could possibly use neighborhood funds to pay for someone in the neighborhood to attend

      • Traffic calming requests were opened to the general public and they are now behind on requests 

      • Simplified code enforcement process- steps taken with noncompliance

      • Crestwood pool last day is Sept 1.

      • Dog bags will be installed by Thursday. There were “hiccups” with the delivery

      • Friday event- Lemonade with Landbank to learn about Landbank (will do more events in the future)

      • Critical home repair program. Applications ONLY Sept 4 and 5. 100 homes total.

      • AL Power and frequent outages- they cleaned up on Cresthill and Southhall

      • A “leave the leaves policy” was discussed

    • Clay McDowell - Greater Crestwood Inc (non-profit)

      • They are looking for investors to sponsor Birmingham’s first porch festival: Crest Fest. They are asking Crestwood North & Crestwood South NAs to be $1000 sponsors. One of their primary efforts currently is to raise funding for swings at Crestwood Park.

      • Motion to approve: Bethany Malady. Seconded: Brandon Fattore. Motion approved by unanimous consent.

    • CAB - Elizabeth Murray

      • When we do projects as neighborhoods, there’s a proposal that everything goes through the Community Development Committee. The CAB was against this idea.

      • Alice Williams updated the CAB about the litigation: nothing new from the courts. They’re in the discovery phase. We still can’t have elections at the CAB or neighborhood level.

      • Critical Repair Program: $ from the city for low-income elderly to repair homes (incl. AC, wheelchair ramps, leaking roofs, etc.). Deadline July 31.

  6. City Representatives

      • Council voted to amend motor vehicle & traffic ordinances. Drivers with 3+ outstanding parking tickets can have their vehicle towed. Not rolling out yet, possibly later this year, but they’re working out finer details.

      • Tree issues & lighting issues on the trail were addressed. Jefferson Co. Greenways is not maintaining the trail to satisfactory standards. Funding was passed by Jefferson Co. Green Waste Comm. to start on that. A meeting about that has been scheduled & will have an update at the following meeting.

      • Neighbors discussed the ongoing issues with trees taking out the power lines.

      • Got a new copy of the tree ordinance that she’s been working on for 20 years. The new ordinance will allow the city, after they go through a process, to remove trees on private property, if the trees are endangering the public right of way.

      • Not much legislation happening as usual due to it being election season.

      • We discussed line-of-sight issues. Councilor Abbott recommended using the MyBHam311 app to make & track complaints.

      • Alice Williams reiterated the rules for candidates who are campaigning for office. They cannot campaign during a meeting & candidates cannot give out promotional material on government property.

      • There will be a Juneteenth mayoral candidate forum on Saturday, June 28.

    • India Bailey for Hunter Williams, Councilor - District 2

      • Update on the parcel on 12th Avenue South near right off 48th Street. The lot was recently put up for sale and advertised as shovel ready. They haven’t done the work with the zoning office to start developing the property. She will keep us informed if anything happens. Due to the protected status, no trees can be cut down until November and it’s a landslide & flood risk. Neighbors within 500 feet will be notified.

      • The issue with the power going out often was brought up. Alabama Power is separate from the city and not proactive about issues, but India & Hunter Williams will advocate for us.

    • Valerie A. Abbott, Councilor - District 3

      • The city budget is being passed the following day, June 24.

      • Some people in the other neighborhoods have too many problems with Alabama Power spraying herbicides. State law is that Alabama Power can cut anything within 15 feet of the power line.

      • You can request the city to not spray pesticides near your house.

      • She gave an update on the state takeover of the Birmingham Water Works board. A lawsuit has been filed, but that will likely take a while.

  6. Neighborhood Comments:

    • The issue with the sidewalks and driveways on 12th Ave was brought up. The issue is with cars being unable to get into the driveway, bottoming out, after the sidewalk being installed

    • National Neighborhood Night out was brought up - for August 8.

    • We were notified about the daycare going in at the Festival Center (near Home Depot).

      • Requesting variance to create more space in home for growing family and to allow them to stay in their current home.

      • 27-feet is the minimum distance between street and house. They are requesting a variance to go over that by 41-inches in the front of the house on and 6-inches on the side. Will not drastically change the look of the home.

      • Motion to approve of the variance request for 1133 Del Rey Dr. made by Terri Hamilton-Poore and seconded by Todd Snyder.

    • Update on Clairmont Trail cleanup day

      • 10 people came out and cleaned trail for 2-hours. Collected about 5 bags of garbage.

      • Dead pine tree leaning towards house at one end of trail that has been submitted to city to be taken down.

      • Toby Richards, Director of Arlington House- May is historic preservation month; on May 10 will have a walking tour of College Hill. There will be more information on their website

      • Senate Bill 330- proposed changes to Birmingham Water Works Board

        • CAB members felt this was a takeover and that these are our problems to solve.

        • This Bill would reduce the influence we would have as citizens on our Water Works Board.

    • India Bailey present on behalf of councilor Hunter Williams, Councilor - District 2

      • BDOT solution for issue with people driving into residents yards on Cresthill Rd was to put up signs to prevent cars from being able to swerve around speed cushions.

      • Councilor Williams opposed to Senate Bill 330 and went to Montgomery to oppose it

      • Clairmont Walking Trail- working on finding funding and another group that can maintain the trail on a more regular basis

      • District 2 resurfacing list has come out for 2025 and are multiple roads in Crestwood South that are planned to be resurfaced this year

      • A neighbor asked about a potential roundabout being put in on 56th as you enter the neighborhood from Crestwood Blvd. No plans for this currently.

      • Lincrest Rd. stop sign asked about- India has submitted this request

      • Discussed Senate Bill 330: Current BWWB are serious and genuine about fixing the problems that we have, including fixing old pipes; also working on getting automatic water meters (so do not have to have an individual go around and manually check meters each month). City Council are not in favor on this Bill

      • BDOT has agreed to contract out work for traffic calming projects in an attempt to help speed up that process

    • CAB - Elizabeth Murray:

      • Spent the majority of the meeting talking about NUSA. They have about 100 people going. The cost of that could be paid for by neighborhood funds.

      • New rule: candidates for elections cannot speak during the neighborhood association meetings. They can speak before the meeting or after the meeting has been adjourned.

      • They are encouraging collaborative projects between neighborhood associations.

      • The city is going to put up dumping cameras in areas where illegal dumping is frequently happening.

      • Citizens can take trash to the dump for free.

    • India Bailey, Chief of Staff for Hunter Williams, Councilor, District 2:

      • 70 12th Ave S was discussed: the property owner was cleaning up some of the overgrown brush. Besides the creek and the landslide risk, cutting down of trees in that area will incur a fine from the federal government as it is a bat wildlife habitat. They requested Katrina Watson of PEP to notify us if a permit is pulled for redevelopment of that property.

      • Construction has started on the sidewalk extension that connects to the Clairmont Trail. On the east side, it is going to connect to the sidewalks that go to Forest Park. In the middle, at 52nd St, it will go over the ridge, past Trinity, to the sidewalks on Montclair. On the west side, it will extend to 56th St, go down the hill to the Filling Station, and on to Woodlawn.

      • We haven’t heard anything back from BDOT about the speed cushions on Cresthill Rd that were requested previously.

  7. Updates about the Neighborhood

    • Joyce McKinnon (along with Elizabeth Murray) added to what India spoke about, in regards to the property at 70 12th Ave S.

    • Request for stop sign has been made for the intersection of Lincrest and Clairmont.

    • We spoke about how hard it is to cross Crestwood Blvd and that it’s controlled by ALDOT, not BDOT. The tunnel is in too bad of a shape to be reopened and it floods.

    • Lieutenant Darryl Lane from Birmingham Fire and Rescue announced that there is a class starting for the CERT (Community Emergency Response Team) program on April 1-May 27. It’s a class that teaches volunteer members of the community to help first responders in case of a disaster. Location: Station 2, at 600 11th Street South. He also mentioned that the fire department can install fire detectors in the homes of residents. The fire department responds to an average of 202 calls a day, 74,000/year.

    • CAB - Elizabeth Murray reported that there was a presentation to former CAB President Jimmie Coleman who stepped down. His long leadership was recognized and several members of the CAB commended him for his service. VP Murray said that an executive session was held so that the members could ask questions to city attorney Beverly Scruggs about why all elections are banned. She gave this advice to minimize risk and liability. This will remain in effect until the lawsuit is finalized. Alice Williams made a report where the ACE program was announced. Community meetings (in lieu of individual neighborhood meetings) are encouraged but not mandatory and assured the CAB that the city does not want to get rid of the neighborhood system.

      • He announced that in January 2025, Birmingham 911 received 50,143 calls. Of that, a police officer was dispatched 16,278 times and Fire & Rescue was dispatched 5,964 times.

      • Construction has started on the sidewalks to connect to the Clairmont walking trail. He & Councilor Abbott pushed for the ARPA funds to get it going. It will connect down Clairmont to the existing sidewalks, over the hill by Trinity to Montclair, and to 56th St, down the hill to Crestwood Blvd, and across to the sidewalks in Crestwood N and continuing to Woodlawn.

      • He wants to improve the upkeep of the Clairmont Walking Trail.

      • VP Murray commended him for all the work he’s done and is doing for the Clairmont Walking Trail.

    • Valerie A. Abbott, Councilor - District 3

      • Short-term Rentals update - creating a legal framework for STR’s is still ongoing. The fourth version will be presented at the Planning and Zoning committee. They have created a new category called “Hosted Home Stay” if you live on the premises. They have found somebody who can scrub the data and locate all the properties operating as STR’s in Birmingham.

    • School Board - neither school board members were present.

      • India Bailey, Chief of Staff to Councilor Williams announced that the sidewalk project which will connect the Clairmont Walking Trail to Crestwood Boulevard, Montclair Road, and Forest Park is due to be completed this year with ARPA (American Rescue Plan Act) funds. Construction to begin in March.

      • Answered question about potholes created by utilities not getting repaired correctly on the recently paved Clairmont Avenue. It is a problem - the city is not good at code enforcement.

    • Valerie A. Abbott, Councilor, District 3 (she spoke early to accommodate another event she needed to attend)

      • Short-term Rentals update - the legal department and PEP are working on the fourth version of the ordinance. There will be another public hearing on the issue once the new version is finalized. Reiterated her opposition to STR.

      • Answered question regarding Neighborhood Associations: she thinks they are important and they are not sufficiently supported by the city. She got involved in city politics through her involvement with her neighborhood association.

      • Elizabeth Murray, President of the Crestwood Community made a report of the CAB meeting on November 18, 2024.

        • The city is starting a new commission on crime and is hoping to have a report done by the end of December. It is headed up by former Police Commissioner AC Roper. Also, they are conducting a survey and the QR code for the survey was made available. 

        • City Councilor Darrell O'Quinn spoke to the CAB and gave an update on the Short-term rental issue. They are considering allowing STR in residential areas by lottery, as well as in mixed-use zones. Nothing is finalized yet.

        • The city is catching up from having the security breach.

      • Birmingham City Schools (BCS) went from a grade of 72 last year to a 74 this year. The system schools went from 15 Fs to 7. We had a few more D’s because of those moving up from F. However, in general, the improvement is positive.

      • There was an Altec Innovation Challenge. Southampton K8 was awarded $10k for a hygiene hub, which will be set up in Pratt City. It will provide feminine hygiene products and diapers to that community.

      • We also, sadly, lost one student, Gerald Andre Lomax, a senior at JO, was killed on the campus of Woodlawn after a basketball game.

    • On Election Day (November 5), LIME is offering two free 30-minute rides with the code VOTE2024 to help people easily get to voting locations and polling places.

    • City of Birmingham’s 2024 Harvest Festival on Thursday, Oct. 31 from 5:30-8 p.m. on Short 20th Street. This FREE family-friendly event is themed Inside Out from the popular movie. There will be inflatables, carnival rides, candy and game stations, food trucks, and more. This event is free and catered to kids ages 2-12.
